Alabama Homeless problem

Alabama has the third-lowest rate of homelessness in the country and has experienced one of the sharpest declines in homeless veterans in 2019, but it also has one of the highest rates of unsheltered homeless youth, according to a report released Tuesday by the U.S. Department of Housing and Urban Development. Roughly 3,200 Alabamians were homeless on a single night in January 2019, when nonprofits tally the amount of homeless people in their states, according to the annual HUD report on homelessness. About 6.7 Alabamians per 100,000 people are homeless, third lowest in the country behind Mississippi (4 per 100,000) and Louisiana (6.3 per 100,000) and ahead of Virginia (6.8 per 100,000) and North Dakota (7.4 per 100,000).
Alabama’s homeless population declined by 5 percent from the same point in January 2018, and is down more than 46 percent from 2010 levels, the report showed. But the findings also showed Alabama has the fourth-highest rate of unoccupied youth without shelter in the country. HUD defines that population as people under the age of 25 experiencing homelessness on their own. Of Alabama’s 320 unaccompanied homeless youth, 218 – or 68 percent – were not in homeless shelters, transitional housing programs or safe havens, the report found. In northwest Alabama, nearly 95 percent of the area’s unaccompanied homeless youth did not have shelter – the highest percentage of any rural jurisdiction in the report. The state also had the biggest percentage increase in unaccompanied homeless youth between 2018 and 2019 at 102.5 percent, or a 162-person increase. Idaho had the second-largest increase at 63.5 percent.
All but four states experienced a decline in their homeless veteran populations, and Alabama had the fourth-largest percentage decrease in that population at 73 percent. The report found that the state had 292 homeless veterans. The Yellowhammer State also recorded one of the largest percentage decreases in chronically homeless individuals – defined by HUD as people with a disability who have been continually homeless for one year or more or has experienced at least four episodes of homelessness in the last three years that totaled at least 12 months. In 2019, Alabama had 350 chronically homeless individuals a nearly 26 percent drop from 2018, according to the report.
