Idaho Homeless Problem

The city of Boise, Idaho has decided to end a decade-long legal battle to dismantle homeless encampments. Yesterday's settlement affects the entire West Coast, which has long been the epicenter of America's homelessness crisis. This is NPR's Kirk Ziegler. KIRK SIEGLER, ANNOUNCER: More than 12 years ago, several homeless people sued the city of Boise for giving them dozens of tickets for sleeping outside, even though there are local shelters. There are not enough beds. Boise has now taken the case all the way to the U.S. Supreme Court, and many West Coast cities have joined the lawsuit, arguing that they need broad powers to prevent the proliferation of homeless encampments. But in late 2019, the Supreme Court declined to hear Boyce's latest appeal. Now, Boyce has decided to end the fight, apparently acknowledging that it may not win in a lower court that found the ticket unconstitutional.
The city is settling the lawsuit and is promising to spend more than $1 million on housing and support services this year alone. ERIC TAR: So the city is going to permanently reduce the number of encampments in Boise by housing people instead of arresting them just because they're just trying to survive, which is just going to prolong their homelessness. Ziegler: Eric Tars is the legal director of the National Homeless Law Center, which is assisting the plaintiffs in the case. Instead of putting police at the forefront of the crisis, he said, the settlement shows the city needs to follow Boise's example and build more housing.
TARS: The court said no, you can't balance your failure to provide proper housing policy behind the victim who lost. Sigler: Legal experts say compliance with the ruling has been uncertain outside the relatively affluent mid-sized city of Boise. Homelessness has risen in California since the recession, and some city leaders say they need to crack down on encampments because they pose a threat to public health and safety. The most common scenario is police clearing the tent city, said USC professor Michael Cousineau. Then after a few days people moved to other places. MICHAEL CUSINEAU: It's a game-changer in the sense that it's going to tell cities and counties, okay, now you have to get serious about not only tearing down these camps and relocating people, but housing them. Ziegler: With the pandemic, they now have more money to start doing it. The Biden administration said it would fully reimburse the city for housing homeless people in local hotels.
